Allows notice of bond or recognizance forfeiture to be sent by certified mail to either the surety (bond company) or surety insurer (insurance company), rather than requiring personal service or certified mail to only the surety.

Establishes that notice to either the surety or surety insurer starts the 30-day period for them to locate and surrender the principal (criminal defendant) or file a motion to set aside the forfeiture.

Adds surety insurers as parties to the judgment entered in favor of the State upon bond or recognizance forfeiture, making them jointly and severally liable for the full penalty amount.

Grants the State the right to appeal any court order granting a motion or application to set aside a bond or recognizance forfeiture, treating such an appeal as a final judgment appeal.

Takes effect upon approval.
