Replaces the appointed University of Hawaii member on the Hawaii Technology Development Corporation Board of Directors with the Chairperson of the Board of Regents of the University of Hawaii, with authority for the Chairperson to designate another regent to serve with Board of Regents approval.

Changes the grant cap for businesses applying for Small Business Innovation Research and Small Business Technology Transfer Program federal grants from $3,000 to an unspecified amount, subject to fund availability.

Adds purchasing of renewable energy systems, including photovoltaic systems for reducing manufacturing energy costs, as an eligible expense under the Manufacturing Development Grant Program.

Clarifies that employee training grants under the Manufacturing Development Program may cover training on both new and existing manufacturing equipment, not just new equipment.

Takes effect June 30, 3000.
