Requires the Office of Planning and Sustainable Development to develop a standardized process for assessing vulnerability of state-owned and managed facilities to sea level rise, in consultation with relevant state agencies.

The standardized vulnerability assessment process must include a procedure and template for assessing and reporting facility vulnerability, plus guidance for agencies on how to conduct assessments.

Addresses findings that over 275 state facilities managed by 20 different agencies are located within sea level rise exposure areas under the 3.2-feet scenario from the 2017 Hawaii sea level rise and adaptation report.

Appropriates funds from general revenues for fiscal year 2023-2024 to the Office of Planning and Sustainable Development to develop the standardized vulnerability assessment process (specific dollar amount left blank in bill).

Takes effect on June 30, 3000.
