H.C.R. No. 10 Summary

• Requests the State Auditor conduct a social and financial impact assessment of proposed mandatory health insurance coverage for weight management medication for obese or overweight persons with related comorbidities under Hawaii Revised Statutes sections 23-51 and 23-52.

• Requires the Auditor's assessment to include the impact of the federal Patient Protection and Affordable Care Act (PPACA) section 1311(d)(3) on additional costs beyond essential health benefits for qualified health plans in Hawaii.

• Directs the Auditor to determine the number of qualified health plans available in Hawaii, enrollment figures in individual and group plans, and the actuarial cost of state reimbursement for weight management medication.

• Requires submission of the Auditor's report with findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the start of the 2024 Regular Session.
