Requests the Legislative Reference Bureau to conduct an analysis of the scope of practice for advanced practice registered nurses and physician assistants in Hawaii.

Directs the analysis to examine whether scopes of practice should be expanded in six areas: school-based health services, medical care for minors related to HIV, abortion care, records review for controlled substance prescriptions, Clinical Laboratory Improvement Amendments waived tests, and medical aid in dying.

Requires a comparative study examining how Hawaii's scope of practice regulations differ from other states for these two professions.

Mandates the Legislative Reference Bureau submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2024 Regular Session convenes.

Directs certified copies be transmitted to the Hawaii Medical Board and State Board of Nursing.
