Urges the City and County of Honolulu to exempt from real property tax all residential property owners within one-half mile of an active municipal solid waste landfill or construction and demolition landfill.

Urges the City and County of Honolulu to exempt from real property tax residential property owners outside the one-half mile radius but in neighborhoods deemed by the city to have been significantly impacted by active landfill operations.

Cites scientific evidence of negative health impacts from landfills including reduced lung function, asthma, and lung cancer, and notes residents near active landfills have incurred substantial costs for medical expenses, home repairs, and air filtration systems.

References Act 73, Session Laws of Hawaii 2020, which established a one-half mile buffer zone requirement for new landfills but did not address the safety and health concerns of residents already living near existing active facilities.

Directs transmission of certified copies to the Governor, Mayor of Honolulu, and members of the Honolulu City Council.
