Urges Hawaii counties to provide sufficient funding to their respective county ethics boards or commissions

Notes that county ethics boards and commissions lack necessary resources to meet their constitutionally mandated obligations

Identifies that limited or no staffing prevents these boards from investigating complaints, providing ethics advice to county employees, or conducting ethics trainings

References recommendations from the Commission to Improve Standards of Conduct, established in 2022 to enhance standards of conduct and restore public trust in government

Directs certified copies be transmitted to Hawaii State Ethics Commission leadership, all four county mayors, county council chairs, and county ethics board chairs
