Requests the Hawaii Invasive Species Council, in coordination with the City and County of Honolulu and County of Hawaii, to establish and implement a five-year pilot program to control feral chicken populations.

Program should include providing free traps to the public for capturing feral animals, collection of traps with captured animals, and return of empty traps to participants.

Pilot program is to begin in Moanalua, Kalihi, Kalaeloa, and Kapolei in Honolulu and the Puna area in Hawaii County.

Hawaii Invasive Species Council must submit an interim report by twenty days prior to the 2026 Regular Session and a final report by twenty days prior to the 2028 Regular Session, including findings on program efficacy and recommendations for extension or expansion.

Addresses concerns that feral chickens damage crops, create noise nuisances, pose health hazards, threaten native wildlife, and create road hazards for drivers.
