Department of Hawaiian Home Lands requested to identify resources needed to repair unoccupied properties in disrepair to make them safe and habitable for current or new lessees.

Plan must systematically identify unoccupied DHHL properties, confirm occupancy and lease status, and document reasons for current conditions.

Plan must assist current lessees in assessing needed repairs, connect lessees with funding sources including the Native American Housing Assistance and Self Determination Act of 1996, and manage alternative funding sources.

Plan must expedite pending lease transfers and conduct contested case hearings as needed.

DHHL required to submit findings and identified resources to the Legislature no later than twenty days before the convening of the 2024 Regular Session.
