• Requires recommendations on labeling for 100% Hawaii-grown tea, blended tea products, and specific details including type size and package location for identity statements.

• Directs the department to recommend penalties for labeling violations and establish recordkeeping requirements for growers and manufacturers tracking tea volume and geographic origin.

• Requires the department to estimate the increased trade value from geographic origin disclosures and perform a cost analysis of implementing the labeling and recordkeeping requirements.

• Department of Agriculture must submit findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2024 Regular Session convenes.
