Recognizes October 2 through October 6, 2023, as Digital Inclusion Week in Hawaii to raise awareness of digital equity needs and promote digital inclusion statewide.

Identifies broadband access as essential twenty-first century infrastructure and notes that rural, agricultural, and lower-income communities lack reliable and affordable internet due to infrastructure gaps, investment discrimination, and socioeconomic barriers.

Affirms the State's commitment to ensuring all individuals and communities have access to affordable broadband, internet-enabled devices, digital literacy training, and quality technical support.

References the National Digital Inclusion Alliance's role in spearheading Digital Inclusion Week and disseminating resources for digital inclusion programs addressing home internet access, personal devices, and local technology training.

Directs certified copies of the resolution be transmitted to the Governor, Director of Business, Economic Development, and Tourism, the Strategic Broadband Coordinator, and all county mayors.
