Urges the Hawaii Housing Finance and Development Corporation to promote supportive housing in the state's Low-Income Housing Tax Credit Program

Requests amendment of the 2025-2026 Qualified Allocation Plan to facilitate supportive housing development by allowing developers to use best efforts to restrict supportive housing units for special needs tenants during the committed affordability period

Proposes allowing application of a vacant-unit rule permitting developers to rent supportive housing units to income-eligible tenants after making reasonable attempts to find special needs tenants

Notes that supportive housing combines affordable housing with services for special needs populations and has demonstrated cost savings through decreased emergency service use and reduced public system burdens

Directs certified copies be transmitted to the Board Chairperson and Executive Director of the Hawaii Housing Finance and Development Corporation
