H.C.R. No. 14 Summary

• Requests state agencies to offer reinstatement with back pay to employees who resigned or were dismissed for non-compliance with COVID-19 vaccination or regular testing mandates that were in effect during the pandemic.

• Applies to employees who separated from employment solely because they did not comply with or wish to comply with vaccination or testing requirements imposed by the Governor's emergency proclamation or other state agency policies.

• Employees would be reinstated to their original position or an equivalent position if the original position is no longer available.

• Directs transmission of certified copies of the resolution to the Governor, heads of principal state departments, the Chief Justice, and the Chairperson of the Board of Trustees of the Office of Hawaiian Affairs.
