HCR 140 Summary

• Urges the University of Hawaii to strengthen the Center for Labor Education and Research at the University of Hawaii West Oahu by establishing a working group to develop a community-driven vision for the center's programs.

• Working group must include the UH System President (or designee), one Labor Education Advisory Council member, Director of Labor and Industrial Relations (or designee), one House member, one Senate member, and two labor community members.

• Center was originally established by Act 202 (1976) to provide specialized education and training for workers and trade union leaders to improve professional competence and administrative abilities.

• Center is required by law to provide credit and noncredit labor studies courses, labor-related research services, public education, assistance with labor-related instructional programs in the Department of Education, degree programs, and serve as a clearinghouse for labor education matters.

• Working group must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2024 Regular Session convenes.
