Urges the Board of Education to develop and enforce non-sex segregated dress codes for public school formal events such as homecoming and graduation.

Addresses concerns raised by students at an East Oahu public high school who petitioned against sex-segregated dress codes for formal events.

Asserts that sex-segregated dress codes conflict with Title IX protections against discrimination based on sexual orientation and gender identity, and Hawaii Act 110 which prohibits discrimination based on sex, gender identity, and expression.

States that non-sex segregated dress codes would create more inclusive and affirming spaces for māhū, gender non-conforming, and transgender students.

Directs certified copies be transmitted to the Chairperson of the Board of Education, Superintendent of Education, and Chair of the Honolulu Youth Commission.
