Request for the Auditor to conduct a comprehensive management audit of the Division of Boating and Ocean Recreation within the Department of Land and Natural Resources.

Audit should assess the Division's management of state-run boating facilities, maintenance capabilities, and progress toward goals since the last audit in 2001.

Audit should evaluate whether taxes and fees collected at small boat harbors are being used solely for operation, maintenance, and improvement of those facilities.

Resolution cites ongoing facility deterioration issues including hazardous conditions at Lahaina Harbor ferry pier, unusable Mala Boat Ramp during low tide, and dilapidated conditions at multiple boating harbors.

Auditor must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the start of the 2024 Regular Session.
