Requests the Attorney General to investigate the February 20, 2023 grounding of the 94-foot luxury yacht "Nakoa" on a reef near Honolua Bay, Maui, and pursue all applicable civil and criminal charges against the vessel's owner (Albert Trust) and operators (Jim Jones and Noelani Yacht Charters, LLC).

The Nakoa was illegally moored overnight at a day-use-only mooring with a two-hour time limit; the mooring line snapped, causing the vessel to drift onto the reef and leak fuel into the ocean.

The Department of Land and Natural Resources spent approximately $460,000 to remove the vessel from Honolua Bay, plus additional administrative costs, and is investigating potential violations of boating laws and environmental regulations.

Directs the Attorney General to also investigate other relevant incidents involving the Nakoa or Noelani Yacht Charters, LLC, to ensure enforcement of state laws protecting the Honolua-Mokuleia Bay Marine Life Conservation District.

Requires certified copies of the resolution to be transmitted to the Attorney General, Board of Land and Natural Resources, Maui County Council, and the Save Honolua Coalition.
