Urges the United States Armed Forces to permanently cancel the Rim of the Pacific Exercise (RIMPAC) held biannually in Hawaii since 1971.

Identifies environmental concerns including coral damage, disruption of marine mammal communication, hunting and breeding, and sonar-related injuries and deaths to marine mammals and fish.

Notes that RIMPAC brings over 25,000 military personnel from more than 20 countries to Hawaii for a six-week exercise.

Cites increased risk of violence and sex trafficking against women and gender minorities due to heightened military presence during RIMPAC, according to the Hawaii Commission on the Status of Women.

Requires transmission of certified copies to the President, Secretary of Defense, Chair of the Joint Chiefs of Staff, and commanders of U.S. military forces in the Pacific region.
