Cites the Judicial Conference of the United States' lack of authority to bind the Supreme Court and references a February 3, 2022 letter from legal ethics scholars requesting Chief Justice Roberts draft a formal ethics code.

Emphasizes that ethics codes and conflict of interest disclosures promote openness, transparency, and trust in the judicial system and maintain the integrity of the judiciary.

Directs that certified copies be transmitted to the Chief Justice of the Supreme Court and Hawaii's congressional delegation.
