Affirms Hawaii's House of Representatives and Senate support and solidarity with the free and independent people of Ukraine in response to Russia's unprovoked military invasion on February 24, 2022.

Condemns Russia's aggression against Ukraine, including the loss of civilian life, targeting of noncombatants, and massive destruction caused by the invasion.

Expresses concern that perceived weakness in the Western response to Russian aggression could embolden other aggressive regimes, particularly regarding China's territorial ambitions toward Taiwan and potential conflicts in the Indo-Pacific region.

Characterizes the Ukraine conflict as a symbolic struggle between democracy and tyranny, requiring freedom-loving people worldwide to stand against aggression and territorial seizure.

Requires certified copies of the resolution be transmitted to the President of the United States, President of Ukraine, U.S. Representative to the United Nations, U.S. Secretary of State, Governor of Hawaii, and Executive Director of the Hawaii Government Employees Association.
