HCR 163 Summary

• Urges the Mayor of Honolulu, Honolulu City Council, and Honolulu Authority for Rapid Transportation to secure funding for construction of a park-and-ride garage at Waiawa Station that was deferred due to the Honolulu Rail Transit Project's financial recovery plan approved in September 2022.

• The park-and-ride garage was originally estimated to accommodate 1,600 vehicles and is deemed critical for Central Oahu residents to access the rail transit line and reduce traffic congestion.

• Urges the Department of Transportation Services to establish additional transit services connecting Central Oahu communities to Waiawa Station, including expanded bus service and bus rapid transit lines from Waiawa to Mililani and Central Oahu areas.

• Requires the Director of the Department of Transportation Services to submit a progress report on establishing the additional transit services to the Legislature no later than 20 days before the 2024 Regular Session convenes.

• Directs transmission of the resolution to city and county officials, the Honolulu Authority for Rapid Transportation, the Oahu Metropolitan Planning Organization, and four neighborhood board chairpersons in the affected Central Oahu areas.
