Urges the State of Hawaii and City and County of Honolulu to collaborate on developing a world-class sports complex in West Oahu, preferably in Kunia or Kapolei.

Complex should span 200-400+ acres and include a stadium with 65,000+ spectator capacity, four football/soccer fields with running tracks, four baseball/softball fields, and arenas for boxing, gymnastics, swimming, and other sports.

Complex should incorporate ancillary facilities for sports medicine, rehabilitation, education, and team accommodations, plus a Pacific Culture Center for cultural exhibits and performing arts.

Requests the Governor and Mayor of Honolulu to study feasibility and submit findings, recommendations, and proposed legislation to the Legislature by twenty days prior to the 2024 Regular Session, including specific site identification and land acquisition requirements.

Encourages partnerships with public and private entities from the United States and Asia-Pacific region to minimize state capital investment and generate revenue through visitor operations and facility usage.
