Requests the City and County of Honolulu to complete the original Phase II construction plan for Oneula Beach Park.

Specifies that the Phase II plan includes construction of a multi-purpose community and recreation center, a comfort station, and outdoor showers.

Notes that the City and County of Honolulu has not yet implemented or has abandoned much of the Phase II construction plan.

States that completing the plan will enhance recreational opportunities, promote community health and well-being, and support the creation of safe, accessible public spaces.

Directs certified copies of the resolution be transmitted to the Mayor of Honolulu, the Department of Parks and Recreation Director, and the Chair of the Honolulu City Council.
