Urges the Board of Land and Natural Resources to establish a task force to prepare a feasibility plan for transitioning management of Makua Military Reservation from the U.S. Army to the State upon expiration of General Lease No. S-3848 on August 16, 2029.

Task force composition includes the Chairperson of the Board of Land and Natural Resources, a member of the Office of Hawaiian Affairs Board of Trustees, a House member, a Senate member, the Commanding General of U.S. Army Pacific (or designee), a representative of evicted families, a representative of the Aha Moku Advisory Committee, three non-profit organization representatives, and a Native Hawaiian organization representative.

Task force must discuss with the U.S. Army expedited return of the valley, cleanup of unexploded ordnance, and expansion of cultural access opportunities.

Feasibility plan must recommend policies for transferring the lands to the State, including holding them in public land trust and transferring management to a sovereign Native Hawaiian entity upon its recognition.

Task force must submit findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2024 Regular Session convening.
