Urges the Department of Taxation, in consultation with the Department of Hawaiian Home Lands, to conduct a feasibility study on providing tax breaks to property sellers who sell to Native Hawaiians on the DHHL waitlist.

Cites that approximately 28,700 Native Hawaiian applicants are on the DHHL homestead waitlist, with 15% of homeless Native Hawaiians reporting they are on the waitlist.

Notes that Native Hawaiians made up 44% of Hawaii's homeless population in 2022 and face disproportionate housing challenges compared to other state residents.

Requires the Department of Taxation to submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2024 Regular Session convenes.

Directs certified copies of the resolution be transmitted to the Director of Taxation and Chairperson of the Hawaiian Homes Commission.
