HI HCR174

Urges the State of Hawaii, City and County of Honolulu, federal entities, and private landowners to permanently open the Waianae Coast Emergency Access Road section extending from Paakea Road to Lualualei Naval Road for public use as a parallel route to Farrington Highway.

Identifies Farrington Highway as the only public highway serving the Leeward Coast of Oahu and notes persistent gridlock traffic conditions and frequent lane closures due to accidents, weather, and construction.

References prior legislative action in 2017 (HCR 197) that urged analysis of permanent use of the Emergency Access Road and $4 million in state funding released in 2020 to begin opening locked gates on Paakea Road.

Requires certified copies of the resolution be transmitted to the Federal Highway Administration, Navy Region Hawaii, state and county transportation and emergency management directors, Honolulu Police Chief, and Pineridge Farms, Inc. President.
