Urges the University of Hawaii Community Colleges to establish baccalaureate degree programs in agricultural technology, food science, and education at Leeward Community College.

Notes that Hawaii's farming population is aging and new technologies and programs are needed to attract new farmers and prevent decline in state food production.

Identifies need for agricultural technology and food science programs in leeward and central Oahu, and teaching programs to address teacher shortages in rural areas including the Leeward Coast, North Shore, and central Oahu.

States that Leeward Community College is currently accredited to offer two baccalaureate degree programs and that new programs can serve students from other University of Hawaii Community Colleges unable to attend Leeward.

Requires transmission of certified copies to the Board of Regents Chairperson, University of Hawaii President and System officials, and Leeward Community College Chancellor.
