Urges all Hawaii counties to implement and enforce regulations on car sharing services like Turo to prevent negative impacts on residential neighborhoods, including traffic, parking, and neighborhood character.

Addresses concerns that car sharing operators conducting business from residential properties may violate home occupation licensing requirements and residential parking space limits.

Identifies issues where car sharing vehicle owners park excess vehicles in residential areas lacking capacity, creating traffic, noise, safety concerns, and visual impacts on neighborhoods.

Directs counties to ensure any enacted regulations protect the social, economic, and environmental needs of Hawaii residents.

Requires certified copies of the resolution be sent to the mayor, county council chair, and planning director of each county.
