Urges the Department of Transportation Services of the City and County of Honolulu to conduct a feasibility study on widening University Avenue between Maile Way and Oahu Avenue to create a complete street with safe transit for all modes.

Identifies Manoa Valley as a residential neighborhood with 46,865 residents and 25,230 non-resident workers that contains the University of Hawaii at Manoa, multiple schools, and significant community institutions, creating high traffic demand.

Notes that University Avenue and Manoa Road are the only two routes for vehicle and bicycle traffic in and out of Manoa Valley, with buses, emergency vehicles, and commercial traffic creating significant safety concerns.

Requests the Department of Transportation Services submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the start of the 2024 regular session.
