Acknowledges that Hawaii's high cost of living, expensive childcare costs, and scarcity of specialized childcare options for children with disabilities create financial hardship for families

Notes that return-to-office requirements following the COVID-19 pandemic have increased demand for childcare services, particularly for children with special needs

Requires certified copies be transmitted to the Superintendent of Education, Board of Education, Office of the Governor, Office of the Lieutenant Governor, and state legislators
