Urges President Joseph R. Biden, Jr. to publish the Equal Rights Amendment as the Twenty-eighth Amendment to the U.S. Constitution without delay

Argues that the Equal Rights Amendment has met Article V ratification requirements as of January 27, 2020, when three-fourths of states had ratified it

Contends that the 1972 congressional time limit on ratification was not part of the amendment text submitted to states and therefore has no legal force, unlike the Madison Amendment which took 203 years to ratify

Calls on Congress to pass a joint resolution affirming the Equal Rights Amendment as the Twenty-eighth Amendment and encourages other states to pass similar resolutions

Directs transmission of certified copies to the President, Vice President, Hawaii's congressional delegation, and the Archivist of the United States
