Department of Health is requested to establish a Therapeutic Psilocybin Working Group to examine federal, state, and county laws regarding therapeutic psilocybin use and scientific research on its efficacy for treating mental health conditions including post-traumatic stress disorder, depression, anxiety, and end-of-life psychological distress.

Working Group is requested to develop a long-term strategic plan to ensure safe availability and accessibility of affordable therapeutic psilocybin or psilocybin-based products for adults 21 years of age or older.

Working Group membership includes the Director of Health as chairperson, Attorney General, Dean of the John A. Burns School of Medicine, relevant Senate and House committee chairpersons, Chairperson of the Hawaii State Council on Mental Health, and invited physicians, advanced practice registered nurses, and psychiatrists with relevant expertise.

Working Group must submit findings, recommendations, strategic plan, and any proposed legislation to the Legislature no later than 20 days before the 2024 Regular Session convenes.

Working Group is scheduled to be dissolved on June 30, 2025.
