Requests the Department of Human Services' Med-QUEST Division to establish adequate provider rates for applied behavior analysis (ABA) services for Med-QUEST beneficiaries under age 21 with autism spectrum disorder diagnosis

Notes that Med-QUEST reimbursement rates for ABA services have remained unchanged since 2015 and are below current market rates, while state wages have increased 30 percent and other Hawaii public payors (Department of Education and Department of Health) pay $19.45 to $25 more per hour

Identifies barriers to service access including provider inability to hire and retain staff due to low reimbursement rates relative to Hawaii's cost of living, resulting in years-long waitlists and inability to provide full recommended services to families

Requires Med-QUEST Division to assess current reimbursement rates for ABA services and submit findings and recommendations for rate increases, including any proposed legislation, to the Legislature no later than 20 days before the 2024 Regular Session

Cites federal Medicaid requirements for "reasonable promptness" in providing covered services and Early and Periodic Screening, Diagnostic and Treatment benefits to support the need for timely access to ABA services
