Request the Hawaii State Center for Nursing to convene a working group to study Hawaii's potential adoption of the multi-state Nurse Licensure Compact.

Working group membership includes the Director of the Hawaii State Center for Nursing (chair), Director of Commerce and Consumer Affairs, State Board of Nursing representative, relevant House and Senate committee chairs, and representatives from Hawaii-American Nurses Association, Hawaii Association of Health Plans, Hawaii Government Employees Association, and Healthcare Association of Hawaii.

Working group must investigate feasibility and impacts including effects on nurse migration, regulation of out-of-state nurses, disciplinary actions, workforce planning, licensing disparity between states, regulatory oversight, and fiscal impacts to the State.

Working group must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2025 Regular Session convenes.

Certified copies of the resolution must be transmitted to the Director of Commerce and Consumer Affairs, Director of Hawaii State Center for Nursing, and leadership of the four participating healthcare organizations.
