Recognizes and supports the "Hep Free 2030" statewide strategy, a ten-year initiative issued July 28, 2020, to eliminate viral hepatitis types A, B, and C in Hawaii.

Designates elimination of viral hepatitis as a public health priority for the State, emphasizing culturally appropriate services, harm reduction, social justice, and aloha values.

Notes Hawaii has disproportionately high rates of hepatitis B deaths (three times higher than U.S. average in 2019) and hepatitis C infection (twenty-year lower life expectancy compared to state population).

Directs the House Standing Committee on Health and Homelessness and Senate Standing Committee on Health and Human Services to hold a joint informational briefing between the 2023 and 2024 legislative sessions to assess implementation progress and determine recommended legislative actions.

Requires certified copies be transmitted to Hawaii's Congressional Delegation, Governor, Lieutenant Governor, Director of Health, Harm Reduction Services Branch, and Co-Directors of Hep Free Hawaii.
