Requests the Department of Health to convene an Early Lung Cancer Screening Working Group to continue work originally assigned to the Early Lung Cancer Screening Task Force under Act 162 (2022), which was scheduled to sunset July 31, 2023.

Establishes working group membership including representatives from the Governor's Office, Legislature, Department of Health, Department of Human Services, University of Hawaii John A. Burns School of Medicine, University of Hawaii Cancer Center, and each county mayor.

Authorizes the working group chairperson to invite additional members from federal agencies, health insurers, health care systems, the American Lung Association, cancer patient organizations, and health care provider associations.

Requires the working group to review lung cancer screening research, conduct studies as needed, and create a public awareness campaign to inform Hawaii residents about early lung cancer screening.

Mandates submission of an interim report no later than 20 days before the 2024 Regular Legislative Session and a final report by July 31, 2024, including analysis of screening costs, qualified facilities, healthcare provider protocols, insurance coverage information, cultural barriers, and a five-year action plan.
