Requests each county to develop a comprehensive integrated wastewater management plan and financial strategy for upgrading, converting, or connecting all cesspools within their jurisdiction by 2050, as required by Act 125, Session Laws of Hawaii 2017.

Approximately 83,000 cesspools exist statewide (48,596 on Hawaii Island, 14,300 on Kauai, 11,038 on Maui, 7,491 on Oahu, and 1,400 on Molokai) with estimated conversion costs ranging from $880 million to $5.3 billion.

Each county plan must include planned connections to centralized treatment systems, locations for individualized and cluster treatment systems, infrastructure capacity assessment, and financial needs and funding mechanisms to assist property owners.

Counties must submit their comprehensive plans and any proposed legislation to the Legislature no later than twenty days before the 2024 Regular Session convenes.

Directs certified copies be transmitted to the Director of Health and the mayors of all four counties.
