Requests the State Auditor conduct a performance audit of the Department of Land and Natural Resources' Division of Boating and Ocean Recreation, which manages state small boat harbors, mooring facilities, and ocean recreation programs.

Directs the audit to examine whether the Division uses government resources in compliance with statutes, rules, and policies, and whether activities achieve objectives effectively, efficiently, economically, ethically, and equitably.

Cites public concerns about the Division's lack of communication with the boating community, inconsistent rule enforcement, management complaints, and employee misconduct and ethics violations.

References a previous 2001 audit (Report No. 01-09) that found recurring mismanagement problems and recommended strategic planning to address boating program issues.

Requires the Auditor to submit findings and recommendations to the Legislature no later than twenty days before the 2025 Regular Session convenes.
