Support the Hawaii State Energy Office in establishing an integrated Hawaii Pacific Hydrogen Hub to produce, process, transport, store, and use clean hydrogen locally for economic development and energy security.

Direct the Governor, Director of Business, Economic Development, and Tourism, and all state departments with energy responsibilities to support the Chief Energy Officer in this hydrogen hub initiative.

Require the Hawaii State Energy Office to provide annual legislative updates no later than 20 days before each Regular Session on the hub's engagement status and terms of any proposed agreements.

Transmit certified copies of the resolution to the U.S. Secretary of Energy, Hawaii's Congressional Delegation, the Governor, Chief Energy Officer, and Director of Business, Economic Development, and Tourism.

Align with federal Infrastructure Investment and Jobs Act funding of up to $7 billion for six to ten regional clean hydrogen hubs and the Biden-Harris Administration's Justice40 Initiative for directing 40 percent of climate investment benefits to disadvantaged communities.
