Requests the Comptroller, in consultation with the Director of Finance, Attorney General, and Interim Executive Director of the State Foundation on Culture and the Arts, to submit a report on the process and procedures for transferring funds to the Works of Art Special Fund.

Requires the report to analyze appropriate cost elements included in transfers and determine whether transfers are made multiple times for the same project when appropriations are lapsed and reauthorized.

Requires identification of qualifying construction and renovation projects that have not calculated and transferred the correct amount to the Works of Art Special Fund.

Requires a description of a process within the Department of Budget and Finance to ensure the Comptroller can verify correct calculations and timely transfers pursuant to Hawaii Revised Statutes section 103-8.5.

Report must be submitted to the Legislature by November 1, 2023.
