Urges all county governments in Hawaii to review their respective government structures to identify organizational risks of corruption and ethical violations

Requires counties to examine gaps or shortfalls in government structures that may have contributed to recent corruption and ethics violations by county employees

Directs counties to consult with existing state and county resources and department personnel when conducting their reviews

Requires counties to develop mechanisms for county-level independent oversight of executive departments

Mandates transmission of certified copies to the mayors and council chairpersons of Honolulu, Hawaii, Kauai, and Maui counties
