Requests the Legislative Reference Bureau to conduct a study on strengthening labor protections for gig workers in Hawaii.

Directs the study to consider California's Assembly Bill No. 5 (2019), which uses the "ABC" test to prevent worker misclassification as independent contractors.

Requires the Legislative Reference Bureau to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2024 Regular Session.

Highlights that approximately 10-16 percent of the U.S. workforce works as gig workers and notes that misclassification allows companies to avoid paying social security, Medicare, unemployment taxes, and workers' compensation insurance.

Transmits certified copies to the Governor, Lieutenant Governor, Director of Labor and Industrial Relations, and Director of the Legislative Reference Bureau.
