Approximately 360,000 people in Hawaii (about one in four residents) live in properties managed by these types of associations, which are typically overseen by volunteer boards with limited expertise in financing, property management, or engineering

Cites Hawaii Revised Statutes Section 26H-6, which requires new measures subjecting unregulated professions to licensing or regulatory controls to be referred to the Auditor for analysis

Requires the Auditor to submit findings to the Legislature no later than twenty days prior to the 2024 Regular Session
