Urges the United States to support Taiwan's participation in the World Health Organization, International Criminal Police Organization, United Nations Framework Convention on Climate Change, and International Civil Aviation Organization.

Calls on the World Health Organization, International Criminal Police Organization, United Nations Framework Convention on Climate Change, and International Civil Aviation Organization to grant Taiwan observer status or other appropriate standing.

Notes Taiwan's sister-state relationship with Hawaii since 1993 and established sister-city and sister-county relationships between various Hawaiian and Taiwanese jurisdictions.

Highlights Taiwan's economic significance as the world's 21st largest economy with a gross domestic product of $828.6 billion and population of approximately 23.5 million.

Requires transmission of certified copies of the resolution to the President of the United States, President of Taiwan, and leadership of the four specified international organizations.
