Notes that citizens of COFA nations can legally live and work in the United States without visas as "non-immigrants" but are ineligible for certain social and health services including Medicaid and have no path to citizenship under current immigration law.

Cites historical context of 67 U.S. nuclear tests conducted in the Marshall Islands from 1946 to 1958 and the establishment of COFA agreements starting in 1986 as partial compensation for loss of life, health impacts, displacement, and land loss.
