Cites the October 30, 2004 flood that caused over $80 million in damage to 32 buildings on the University of Hawaii at Manoa campus, with floodwaters reaching eight feet deep in Hamilton Library.

Notes that Manoa Stream has not received regular periodic maintenance activities including vegetative management, debris removal, and streambed dredging at specific locations.

References a prior government commitment to perform dredging activities of Manoa Stream twice per year in the area from upstream of Kahaloa Drive bridge to downstream of Woodlawn Drive Bridge.

Requires that a certified copy of the resolution be transmitted to the Director and Chief Engineer of the Department of Facility Maintenance of the City and County of Honolulu.
