• Requests the Honolulu City Council enact an ordinance enabling county departments to partner with Hawaii nonprofit corporations to execute community-initiated development projects that serve the public interest and address unmet community needs.

• Requires the county to maintain an updated inventory of eligible lands and properties including agriculture/conservation land, vacant urban properties, underutilized properties, churches, harbors, health facilities, hospitals, housing, parks, schools, and sporting facilities.

• Mandates participating nonprofits prepare master plans addressing multiple-use facilities, business adjacencies, phased development, synergy between businesses, and stakeholder benefits for review by neighborhood boards and the Honolulu City Council.

• Establishes a review committee including voluntary participation of state legislators and county councilmembers representing the project's district for oversight of approved master plans.

• Requires nonprofits to make good faith efforts to secure funding from governmental agencies, community organizations, and public/private entities, and directs the county department to adopt administrative rules under Hawaii Revised Statutes Chapter 91.
