• Directs counties to examine and identify gaps or shortfalls in government structure that may have contributed to recent corruption and ethics violation cases involving county employees.

• Requires counties to consult with existing state and county resources, departments, and agencies to carry out the review objectives.

• Directs counties to develop mechanisms for county-level independent oversight of executive departments.

• Requires certified copies be sent to the Mayor and City Council Chairperson of Honolulu and the Mayors and County Council Chairpersons of Hawaii, Kauai, and Maui counties.
