Requests the Department of Land and Natural Resources adopt administrative rules prohibiting recreational boating activities in Marine Life Conservation Districts (MLCDs).

References a grounded vessel near Honolua Bay, Maui that caused a diesel fuel spill in the Honolua-Mokuleia Bay MLCD, a designated marine sanctuary.

Notes that MLCDs are established under Hawaii Revised Statutes chapter 190 to protect delicate ocean ecosystems, with the Department currently only regulating specific activities like permit-required scientific collection.

Identifies that while the Department has authority under chapter 91, HRS to adopt rules for anchoring and mooring, only three MLCDs (Molokini Shoal, Old Kona Airport, and Waiopae Tidepools) currently have such rules with no comprehensive prohibition on recreational boating.

Directs certified copies be transmitted to the Chairperson of the Board of Land and Natural Resources, Administrator of the Division of Aquatic Resources, and Administrator of the Division of Boating and Ocean Recreation.
