Office of Elections must prepare a proposal detailing the cost and personnel required to create and distribute a voter information guide in printed, digital, and screen reader-accessible formats for voters with disabilities.

Voter information guide must include candidate photographs and statements under 150 words, explanations of state constitutional amendments drafted by the Attorney General, and explanations of county charter amendments and ballot measures drafted by county corporation counsel.

Digital voter information guide must be translated into ʻŌlelo Hawaiʻi, Chinese, Ilocano, Tagalog, and any other languages required by federal or state law on the Office of Elections website.

Online content must meet or exceed Section 508 of the federal Rehabilitation Act standards and Web Content Accessibility Guidelines 2.0 for accessibility compliance.

Office of Elections must submit the proposal to the Legislature no later than 20 days before the Regular Session of 2024 convening, with certified copies sent to the Governor and Chief Election Officer.
